Although serving the public interest is paramount, legislators seek consensus on their positions. While running for office, candidates consider their conduct’s potential advantages and disadvantages. In a similar vein, those who are considering voting for a politician often weigh the pros and cons of that candidate. Politicians make decisions depending on how others perceive them and their desire to win over political parties and individuals. Therefore, legislators need political backing to do things that boost their chances of being re-elected.

Legislators need help making moral and political decisions on contentious issues, such as whether to repeal the Patient Protection and Affordable Care Act of 2010 (ACA). Those without health insurance and low incomes could participate in Medicaid managed care programs after President Obama signed the Affordable Care Act into law in 2010. There is a movement to either replace or abolish the Act, even though it has expanded healthcare access for more Americans. Despite the best efforts of Democrats and Republicans, the political effort to either replace or repeal the Act has been unsuccessful (Taylor et al., 2017).
